In 2022, the President of Mongolia, Ukhnaa Khurelsukh, issued a decree to restore the new Kharkhorum city in the Orkhon Valley, a world cultural heritage and historical site. It was officially announced that the construction of Kharkhorum city has begun. (2025.06.15). As part of the large-scale construction of the city, a national-scale comprehensive expedition is planned to restore the Tsogt Ikh Temple on the ruins of Kharkhorum, founded by Chinggis Khaan, and to establish an open-air museum on the ruins of the old city. Academician S. Chuluun, Director of the Chinggis Khaan National Museum, said, "Now people understand the ruins of the old Kharkhorum city as Erdene Zuu.
Kharkhorum city had an outer wall 900 meters long, and the Khan’s palace was located under the Erdene Zuu monastery. Kharkhorum was one of the world’s first cities where many religions coexisted, including Buddhism, Islam, and Christianity. In other words, it was a city where 1,500 craftsmen from around the world, who established peace, tested their skills. The decisions made in Kharkhorum influenced the vast Eurasian steppes as a powerful city.
He noted that the ruins of the old city of Kharkhorum were excavated jointly by Mongolian and German archaeologists. If we consider the entire city of Kharkhorum as 100 percent, not even 10 percent of it has been excavated. Therefore, there is a great opportunity to organize a national-scale expedition in the future. Based on this, the plan is to restore and showcase the old Kharkhorum city as an open-air museum. Therefore, the Chinggis Khan National Museum will lead the establishment of the open-air museum on the old city ruins, working together with professional institutes under the Mongolian Academy of Sciences and the council of scholars to implement a national research team.
Related to the city construction, 189 thousand hectares of land in the Orkhon Valley within the territories of Ovorkhangai and Arkhangai provinces have been designated for special state use.
