By Order No. A/425 of the Minister of Education, Culture, Science, and Sports, the construction design of the Natural History Museum executed by "Baldans" LLC and commissioned by the Ministry of Culture, Sports and Tourism was modified to the construction design of the Chinggis Khaan National Museum.

By Order No. A/425 of the Minister of Education, Culture, Science, and Sports,the members of the working group to formulate the draft of the concept and presentation plan of the Chinggis Khaan National Museum were established. The conceptual project of the museum was developed.

The order No. A/56 by the Head of The Department of Culture and Arts, the implementing agency of the government was decided upon relocating 5,092 exhibits from 3,106 sets of the National Museum and 12,037 exhibits from 9,778 sets of the Natural History Museum formerly known as the Central Museum of Mongolian Dinosaurs.

Academician, S. Chuluun, presented the concept of the museum at the meeting to implement the first concept of Chinggis Khaan National Museum where the Prime Minister of Mongolia was attended.

The building of the Natural History Museum consists of 3 blocks: A, B, and C. It was decided that the main building /Block A/, extension building /Block B/ registered as the main assets of the museum was retired of assets under the resolution No.365 “Certification of retirement of estate and removal of accounts” and "resolution on the property certification and de-recognition of real estate" was decided by Resolution No. 365 of the State Property Policy and Regulation Department. It was also decided to demolish the treasury building /block B/ built in 1986 to coordinate with the architectural space planning of the Chinggis Khaan National Museum building and to provide fire separation space between the buildings.

The Prime Minister of Mongolia issued the decree No.131 on the establishment of Working Group with the functions of organizing and supporting the creation of the Chinggis Khaan National Museum’s collection of exhibits, artifacts, management and organization of the exhibitions.

Under the order No. A/69 by The Head of the Department of Culture and Arts, the implementing agency of the government, a working group was established with the task on formulating and approving the main direction and presentation planning of the Chinggis Khaan National Museum.

A letter was sent to the Ministry of Education, Culture, Science and Sports on the decision of the State Property Policy and Regulation Agency to demolish the building of the Museum of Natural History and to transfer the vacated land to the Chinggis Khaan National Museum and be owned by the state organization.

A consultation meeting was held to discuss the naming of the halls of the Chinggis Khaan National Museum, the types of exhibits, and the distribution of exhibits. The meeting was attended by 9 representatives of the Department of Culture and Arts, Cultural Heritage Center, Chinggis Khaan Institute of Heritage, Institute of History and Ethnography of MAS, and Institute of Archaeology. During the meeting, it was discussed the names of the halls of the Chinggis Khaan National Museum, the types of exhibitions, and the exhibits to be displayed, and reached a common understanding.

Chinggis Khaan National Museum's work plan and budget development tasks were approved by the Minister of Construction and Urban Development, the Minister of Education, Culture, Science and Sports, the Governor of the Capital and the Mayor of Ulaanbaatar City No. 2019/34, 2019/03, 2019/05.

The conclusion No. 05 of the chief inspector of the fire department on the General Directorate of Emergency Situations was issued. According to the conclusion, the building of the Natural History Museum has fire resistance level II, and the provisions of Article 18.3 of the Fire Safety Law "... shall be designed to have a free access road and a special area for fire fighting vehicles, and a water supply for use during fire fighting". A conclusion was submitted regarding the violation of the provision of 6 meters distance between fire-resistant buildings of class I and II fire-resistant buildings in urban construction norms and rules.

The conclusion of the state inspector of the General Department of Professional Inspection No. 01-07-0153/543 was issued. According to the conclusion, the building of the Museum of Natural History complies with 22.1.1 of the Law on Urban Development, 2.11 of "Rules and Regulations for Urban Planning and Construction", 7.1.1 of "Requirements for Museum Activities" MNS 5634:2006, 12.1.4 and 12.1 of the Law on Construction. Conclusions were submitted that the clauses in 5 are violated, respectively.

During the visit of Mongolian Prime Minister U. Khurelsukh to the Russian Federation, the Hermitage Museum signed an agreement to hand over the copy of the Chinggis Stone Inscription. The agreement was signed by the General Director of the Hermitage Museum, Mikhail B. Piotrovsky, and the Ambassador of Mongolia to the Russian Federation, D. Davaa.

Soil samples, spring water samples, grain rice, nine treasures, five exquisite perfumes and sweets samples from 21 provinces and Ulaanbaatar city were collected from 10 state-sanctified shrines. It was buried in a copper box and prepared for the groundbreaking ceremony of the Chinggis Khaan National Museum. In this way, the foundation stone laying ceremony of the museum was held in the territory of District IV of Chingeltei District of Ulaanbaatar City, attended by the Prime Minister of Mongolia, U. Khurelsukh.
